In 1877 Governor Callaghan proposed that the need for a permanent military force in the Islands was unnecessary.  Removing the marine detachment from the Islands he stated would save the colony over £1,000 a year, and a police force could be maintained at a much lower cost.  The garrison of marines left for England and were replaced by a new police force from England, made up of ex-military men, who were well armed and highly trained.
